I'm not aware of any event before the game nor of any other projects by Team Salvato that could clue in on the reason behind creation of the character personas wether that may be relevant to the DDLC lore or not. I think an Evil personality could be a side-effect of being granted the seat of LC Prez.

My own take on the lore, pre-DDLC+, is fairly simple. That DDLC really was a relatively normal dating sim game in a fictional universe. What we see is the playthrough of one guy, the fictional player, whose copy of the game was 'cursed' somehow. Think of it like a Ben Drowned sort of deal. The player freaks out, eventually deletes Monika. I personally have mixed opinions about it while it is not confusing it just feels so unnecessary and I feel like it’s gonna destroy the purpose of the actual game.
